CLASSIFIED EMPLOYEES -
HEALTH INSURANCE CREDIT

Earn a $100 co-share credit*

Complete and send the Tobacco-Free Affidavit to UnitedHealthcare by December 31, 2008.
No late affidavits will be accepted.

*All State employees are welcome to participate in Rewards for Wellness activities and screenings, but only employees paying the new co-shares for fiscal year 2009 are eligible to receive co-share credits.

DENTAL INCREASE

Human Resources was recently informed by The State Employees Benefits Office that the employee co-share for dental coverage will increase slightly (up to $0.25 per pay period) effective 1/1/2009.  The increase will be reflected in the paychecks issued on 1/9/2009.

TIAA-CREF PLAN AMENDMENTS

IMPORTANT INFORMATION – Please read

The RIBGHE has revised the 403(b) Amendment extending the deadline for those employees who must open a Group Supplemental Retirement Account (GSRA) for voluntary contributions to December 31, 2009.

As previously explained, employees who have voluntary retirement contributions over and above the mandatory contribution of 5% being made to a RIBGHE Retirement Account (RA) will be required to open a GSRA to accept the voluntary contributions.  Your voluntary contributions will not stop as of 1/9/09 to the RA as previously indicated.  Instead, voluntary contributions will no longer be allowed in the RA account and will automatically be stopped as of January 1, 2010.  Your mandatory retirement plan contributions of 5% along with the College matching contribution of 9% will continue uninterrupted.

The 403(b) plan we have is called a defined contribution plan.  Each employee who participates in the plan has a Retirement Account (RA).  Employees contribute no less than 5% of their salary and the College contributes 9% for a total of 14%.  Up to now, however, employees have been able to contribute more than 5% to their regular Retirement Account.  That is what is going to change.  As of December 31, 2009, employees will no longer be able to have funds in excess of 5% go into their regular Retirement Account.  Although the 5% deduction will continue, any deduction in excess of 5% will be stopped automatically effective January 1, 2010.

You may elect to redirect your voluntary contributions to a GSRA at anytime during calendar year 2009.  To do so, please complete the attached payroll Retirement Authorization Form (PF-14).  If you do not currently own a GSRA you may open an account by completing a TIAA/CREF GSRA Enrollment form , and your additional contributions will go into this account.  If you are unsure if you have a GSRA, please contact TIAA/CREF at 1-800-842-2252, and someone at TIAA-CREF will help you.

Both the payroll PF-14 form and the TIAA/CREF GSRA Enrollment form must be returned to Terri-Ann Milligan in the Office of Human Resources for processing.

If you are over age 50 and wish to contribute the special catch-up amount in 2009, please also complete and return the attached “Over Age 50 Catch-up Up Request Form”.  The new limits for calendar year 2009 are $16,500 if you are younger than 50 years old and if you are 50 or older, the maximum becomes $22,000.

If you have already made the above changes, you do not need to do anything further.

Terri-Ann will send the changes to the State for processing as soon as she receives them.  Changes will be processed as they are received and may not be made retroactively.

NON-CLASSIFIED UNION EMPLOYEES - SICK BANK

The 2009 Sick Leave Bank for Non Classified Union employees will be handled electronically again via Pipeline through the Leave Report.  The online Leave Report will be active between January 4, 2009 - January 31, 2009, to contribute a day of sick leave.  More information will be forthcoming within the next few weeks from the Office of Human Resources.

FACULTY SICK BANK

The 2008-2010 Faculty Sick Leave Bank Donation form is now available online.  (PDF*)

In the past, faculty had to complete a form to indicate they wanted to contribute one day to the Sick Leave Bank. To simplify the process for contributing time to the Sick Leave Bank a change in procedures will be implemented. The simplified procedure will prevent the situation of a faculty member forgetting to contribute to the Sick Leave Bank and forfeiting eligibility to use the Sick Leave Bank. One day of sick leave will automatically be contributed to the Sick Leave Bank on an annual basis, unless the faculty opts out by completing the form below.

If you DO NOT want to contribute a day of sick leave to the Sick Leave Bank for the year 2009, please complete the form (PDF*) and return it to the Office of Human Resources by December 31, 2008.  No opt out contribution forms will be accepted after 4:00 p.m., on that date.

CLASSIFIED UNION EMPLOYEES - SICK BANK

The Classified Sick Leave Bank Donation form is now available online. (PDF*)

During the month of January of each year of the contract, a Classified staff member can voluntarily contribute one day (7 hours for a 35 hour per week employee; 8 hours for a 40 hour per week employee) of his/her sick leave accrual toward the Bank.

If you would like to contribute a day of sick leave to the Sick Leave Bank for the year 2009, please complete the form (PDF*) and return it to the Office of Human Resources by December 31, 2008.  No contributions will be accepted after 4:00 p.m., on that date.
